Existing local councils' employees cannot be put in surplus pool

KARACHI 24,2021-  Existing local councils employees cannot be put in surplus pool. The Regional Director, Local government Karachi has suggested the Secratatry Local government Department, Sindh has relieved Mr Tariq Ahmed Bughio working as Assistant Director Local Government in the Karachi directorate and questioned his initial appointment and earlier promotion in the department.

Tariq Bughio has sought promotion from grade 17 to 18.

The letter has also raised the objection that how he became as employee of surplus pool despite existence of local councils including his parent one? As a council employee cannot be absorbed as civil servant when posts of his own cader/ service are available in his concerned department.

If this precedent was established, more than 200 council officers will be absorbed as civil servants like him, the letter said.

The Regional Director in a communication sent to Secretary Local government Department, said that the Regional director does not reflect the post of Assitant Director LG (grade 17). Therefore Mr Bugio was relieved and directed to report to LG Department on Aguust 17.

The letter further said, through a letter he was asked to provide his service record but he failed, from which it can be prima facia presumed that it cannot satisfy the services, general Administration& Coordination department of Sindh government rule as well as the administrative department.

The report said that his initial appointment was as junior clerk BPS 5.

The LG regional director proposed that following record may be called from him and scrutinized if considered for promotion/ continuation in BP -17.

The letter further stated that if he claims his elevation as council officer grade 17 by promotion:

Orders of his promotion leading him to the post of Grade 17, recruitment of post of council officer grade 17, name and designation of authority promoting him.
